Operating Regulations Wait List: Due to limitations on the availability of funding, the Missouri Division of Mental Retardation (MRDD) is unable to immediately provide services to all individuals with disabilities. Persons will be served based on priority of need as defined by the utilization review process. This process was developed to ensure fairness among all consumers and families. Quality Assurance Quality Assurance: This is an ongoing process to ensure the health and safety of persons supported by the Division, as well as promote the outcomes in the Missouri Quality Outcomes Discussion Guide. The Missouri Quality Outcomes Discussion Guide describes a collection of positive outcomes identified by people with disabilities, family members and friends and is a tool designed to assist the service delivery network to put these desired concepts into practice. The individual's interdisciplinary team or the Regional Center Director must agree the individual could be served successfully in the community and the consumer and guardian support the decision to pursue community service options.
