Transition

The Division of Mental Retardation and Developmental Disabilities provides services and supports to individuals residing in Habilitation Centers. Transition occurs when these individuals move from the Habilitation Center to the community. Please visit the state Web site for information regarding the transition process and other related information.

Olmstead Decision

The June 22, 1999, U.S. Supreme Court decision in Olmstead v. L.C. was based on the court's interpretation of the Americans With Disabilities Act (ADA). Title II of the ADA requires that any entity administering public funds must ensure services, programs, and activities are provided in the most integrated setting appropriate to the needs of qualified individuals with disabilities. Persons served by DMRDD must be informed that they have the right to receive services in the most integrated setting appropriate to their needs. Transformation Initiative

The Missouri Department of Mental Health's Division of Mental Retardation and Developmental Disabilities (MRDD) received a $2.97 million, 5-year grant from the U.S. Center for Medicaid and Medicare Services (CMS). The State of Missouri is one of 10 states selected to receive a System Transformation Grant award. Additional Information may be found at http://www.dmh.mo.gov/mrdd/transform/transformation.htm.

CyberAccess Electronic Health Record

Missouri Department of Mental Health-Cyber Access Tool

The CyberAccess tool is a web-based, HIPAA-compliant portal that will enable Missouri Medicaid providers or their staff to:

  • Download all paid claims data submitted for a patient by any provider over the past 2 years (drug claims, diagnosis codes, CPT codes etc)
  • Identify clinical issues that affect the patients' care.
  • Electronically request a prior authorization.
  • Determine if a drug is preferred agent or requires edit override.
  • Immediately determine if the prior authorization meets approval criteria of the program.
  • Prospectively examine how specific Preferred Drug List (PDL) and Clinical Edit criteria would affect an individual prescription and determine if a prescription meets the program's requirements or if an authorization request is required.
  • Receive prescribing alternatives and best-practice information.
  • Interface with mobile devices.
  • Transmit a prescription electronically to the recipient's pharmacy of choice via a switch vendor or fax.

This tool will allow DMH staff to review the past 2 years of Medicaid claims for any individual in fee-for-service Medicaid providing a good treatment history. This includes medications, physician visits (office, hospital, and ER), diagnosis, and any other Medicaid paid service. The tool provides drug/drug & drug/food interaction alerts and warnings. This will provide a good history for individuals entering services who may not have an established treatment record. DMH will establish a standard protocol for routine use and it will be available for access at all Regional and Habilitation Centers and Mental Health facilities. There is no cost to access and no labor for maintaining.
